Was through there on 87 NB and did'nt see anything that resembled a weigh station, however I looked up High View Moving & Storage in San Angelo, TX and thier website says they have public scales.
I'll be going by there again this week and I'll keep an eye out and report back.

this weigh station has been closed down and bulldozed over for years.

There was no weigh station there. Don't waste your time. There IS, however, one in the town of San Angelo at High View Moving and Storage on Bryant Blvd in town. Check that out instead.
