Parking: There is a Flying J truck stop at exit 64 (Richey Road) south of the New Waverly weigh station. There is a Pilot truck stop and a Shell truck stop (Ambest) at exit 118 north of the Conroe truck scale.
Information
The Conroe Weigh station has a sign on the freeway leading up to it that says "weigh station open when flashing" which means that if the lights on the sign are flashing, all vehicles that are required to enter must enter. If they are not flashing, no one needs to go in.

The New Waverly scale on the NB side of the interstate have been known to do random inspections there early in the mornings, i've had the misfortune of that experience before. Make certain your in order before crossing those scales.
