DOES ANYONE KNOWS IF THIS SCALE USALLY OPENS AT NIGHT TIME OR IF THEY CLOSE WHEN ITS RAINING OR SNOWING CONDITION?? THANKS

they have a sign in the window "failure to stop at scale $427 fine"
